Buying a new bike in the bike shop sales (peaking right now) certainly avoids the many traps that lurk in the second-hand market. You might not get such a bargain but at least you are likely to get a decent bike (and - as Dov mentioned - something with a warranty).
It's tricky getting bargain in the 2nd hand market if you're not a good mechanic with a good breadth of bike-brekaing experience.
Buying new in the sale is a safe bet as @will is recommending
I dunno. Bikes aren't that complicated - as long as you can do basic stuff like swap a bb and change a chain etc it's not that bad. Real thing to watch out for is brake surface wear.
The problem with cheap new bikes is that the finishing kit and wheels are always dogshit and you end up replacing half the bike within a year - you can easily double your costs.
